Law No. 7592, titled the Law on Amendments to the Higher Education Law and Certain Laws, was published in the Official Gazette No. 33335 dated 9 August 2026. Under Provisional Article 85 added to Higher Education Law No. 2547, students who meet the conditions specified in the law have been granted the right to resume their higher education.
Under this regulation, students whose enrollment at higher education institutions was previously terminated, as well as students who were entitled to enroll in a higher education program but did not complete their registration, may resume their education in the 2026-2027 academic year, provided that they meet the conditions specified in the law.
Under Provisional Article 85 of Law No. 2547, students enrolled at the associate, undergraduate, or graduate level, including preparatory classes, whose enrollment at our University was terminated for any reason, including those who voluntarily withdrew, as well as students who were entitled to enroll in a program but did not complete their registration, may resume their education in the 2026-2027 academic year, subject to the exceptions specified in the law.
To benefit from this right, eligible students must apply to our University within four months from the date the law entered into force and fulfill their other obligations.
The procedures and details regarding the implementation will be announced separately after the Council of Higher Education (YÖK) determines the relevant procedures and principles.
Under the exceptions specified in the law, individuals convicted of crimes including terrorism-related offenses, intentional homicide, torture, aggravated mistreatment, sexual assault, sexual abuse of children, or the manufacture and trafficking of narcotic or stimulant substances will not be eligible for this right. Individuals whose enrollment was canceled due to forged documents or who submitted forged documents during registration will also not be eligible.
In addition, individuals whose enrollment was terminated due to crimes specified in Article 71 of Law No. 5846 on Intellectual and Artistic Works, or due to their membership, affiliation, connection, or association with terrorist organizations or with structures, formations, or groups determined by the National Security Council to be engaged in activities against the national security of the State, will not be eligible for this right.
More detailed information will be announced after the Council of Higher Education determines the procedures and principles for the implementation of the law.
